Tenant Based Rental Assistance Program

The Tenant Based Rental Assistance Program (TBRA) was developed for Tribal members to address homelessness resulting from an emergency situation by providing assistance on a one-time basis within the Nation’s Jurisdictional Area.

NOTE: To qualify for this program, check to make sure you meet the income eligibility requirements and the qualifying emergency displacement definitions.

This program provides applicants with one-time assistance with the following:

  • Paying security deposits, first month’s rent, and deposits needed to set up utilities for a new permanent residence
  • Short-term assistance due to emergency displacement

Applicants must be willing to reside in our 5-county servicing area, which includes Comanche, Cotton, Caddo, Tillman, and Kiowa counties in the state of Oklahoma.

Program Requirements

As part of the program requirements, it is the applicant’s responsibility to find a rental unit that fits both their budget and their housing needs.

It is also the applicant’s responsibility to pay all monthly rental and utility payments following the initial assistance from this program.

To be eligible for TBRA, applicants must meet the following criteria:

  • Must be without housing due to one of the defined emergencies as outlined in the Tenant Based Rental Assistance Program Policy.
  • Must not have any debt owed to the CNHA.
  • Income cannot exceed the HUD 80% median income limit based on family size. Check to make sure you meet the income eligibility requirements.
  • Must reside, or be willing to relocate, to CNHA’s 5-county jurisdictional area.
  • Must complete application and turn in all required documents within 14 days of submitting the application.

Emergency Displacement Defined By TBRA Policy

TBRA policy recognizes several circumstances where emergency displacement applies, including:

  • Currently living in a homeless shelter or places not meant for human habitation.
  • Displaced due to fleeing or attempting to flee domestic violence, have no other residence, and lack the resources or support network to obtain other permanent housing.
  • Displaced due to fire or natural disaster.
  • Involuntarily displaced due to loss of home, through no action of your own, because of condemnation, demolition, repossession or selling of property.
  • Imminent eviction due to termination letter or court-ordered notice.

Program Application

Please complete the application and provide the following documentation listed below.

  • Identification Documents (At least one form of ID must have a picture)
  • Proof of tribal membership
  • Authorization for Release of Information/Privacy Act Notice signed by everyone 18 years of age or older.
  • Notice/Authorization And Release for Criminal Background Investigation (Separate form is required for everyone 18 years of age or older)
  • Proof of Emergency as defined in the Tenant Based Rental Assistance Program Policy.
  • Self-Certification of Displacement Form (if No Proof of Emergency)
  • Income Verification proof of income for all household members 18 years and older that reside in the home.
  • Zero Income Certification Form (if No Income)

FAQ

Where can I get the Zero Income form or the Self-Certification of Displacement form?

Both forms are included in the TBRA application.

Why is proof of income required for this program?

The TBRA program is a one-time assistance program. Once the initial deposit payments have been paid for
the applicant to be placed in a rental dwelling, said applicant will then be responsible for paying their monthly rental and utilities payments from then on.

Is eviction due to bad renter history or voluntarily breaking my lease considered a qualifying emergency?

No, by the Tenant Based Rental Assistance program policy, the above circumstances would not be considered emergency displacement.

If I’m being evicted, will you need to contact the evicting landlord?

Yes, we will need to contact both the evicting landlord, and the landlord of the new unit you would like to rent.

If I’m currently residing with friends or family, is this considered living in a shelter?

No, this would not be considered the same as living in a shelter.
