Emergency Rental Assistance Program (ERAP)

The Emergency Rental Assistance Program (ERAP) will help assist eligible COMANCHE NATION tribal households with Rent, Utility and Internet payments due to the COVID-19 pandemic.  Internet service must be provided to the rental unit. ERAP is only available to eligible households who are obligated to pay rent on a residential dwelling and does not apply to households with a mortgage or who currently own their home. 

ERAP can assist eligible households with rental and utility arrearages (no earlier than March 13, 2020), current rental payments and current utility payments.  Utilities and home energy costs include electric, gas/propane, water and sewer, trash and energy cost, such as fuel oil.  All payments will be made directly to the landlord or utility/internet company. Allow at least 4 weeks for processing. 

Rental and Utility assistance provided to an eligible household should not be duplicative of any other federal, state, or local program funding rental or utility assistance to the household.  This program is limited to one application per household.


Eligibility(must provide documentation with the application to be eligible)

An "eligible household" is defined as a renter household in which at least one or more individuals meet the following criteria:

  • Has a household income at or below 80%  of area median income
  • Qualifies for unemployment or has experienced a reduction in household income, incurred significant costs, or experienced a financial hardship due to COVID-19.
  • Demonstrates a risk of experiencing homelessness or housing instability due to COVID-19.


Eligible household applicants who have been unemployed for 90 days prior to application for assistance and households with income at or below 50 percent of the area median will have priority.

Household income is determined as either the household's total income for calendar year 2020 or the household's monthly income at the time of application.  For household incomes determined using monthly income, income eligibility must be redetermined every three months.

Documentation Required(must provide a complete application with all documents below)

1. Completed Online Application: All sections of the application must be completed and supporting documentation attached.

2. Applicant's certified Degree of Indian Blood (CDIB) or Tribal I.D.

3. Supporting documents of how you are unable to pay rent and utilities due to the effects of the COVID-19 pandemic. Example unemployment letter, loss of job letter from employer, etc.

4. Applicant's proof of residing at the rental unit by providing a rental lease agreement with applicant's name, address of unit.

5. Name, address, social security number, tax identification number, or DUNS number as applicable for landlord and utility providers.

6. Arrears on rent must provide copies of late notices from the landlord or utility companies.  Must have the billing/payment mailing address on the bill or notice.

Income Documentation Required(must provide all documents below)

1. 30 days of most recent pay stubs or earnings statements showing the employee's name, gross pay, per pay period, deductions, and frequency of pay for every household member 18 years and older receiving income.

  • Weekly Pay - Need last four (4) check stubs
  • Bi - Weekly Pay - Need last two (2) check stubs
  • Monthly Pay - Need last check stub


2.   Unemployment Compensation Statement - Unemployment benefit award notice with most recent copies of unemployment check stubs, payment schedule or recent bank statement with direct deposit information.

3. Copy of Form 1040 from Federal income tax returns filed with the IRS for 2020.
