Native American Housing Assistance And Self-Determination Act Reauthorization

The Native American Housing Assistance and Self-Determination Act of 1996 (NAHASDA) is scheduled for reauthorization in 2013. NAHASDA has been amended and reauthorized several times since being signed into law in 1996.

The National American Indian Housing Council's (NAIHC) objective for the reauthorization of NAHASDA is to assist in the development and promotion of a more effective statute that will provide quality, affordable housing to Indian Country in the least restrictive manner possible. Their goal is to maintain awareness of the Tribes' need for maximum flexibility and self-governance in the use of the Indian Housing Block Grant funds (IHBG). To do this, NAIHC has developed a process to gather and present recommendations from the individuals and tribes responsible for administering tribal housing programs. The development of a unified position on NAHASDA reauthorization will be presented to Members of Congress for consideration at the outset of the 113th Congress in January of 2013.

NAIHC's outreach process will rely on IHBG fund recipients to assess NAHASDA effectiveness, from its original enactment to the present. The focus of this process will be to facilitate an in-depth discussion on what has worked, what has not worked and what changes can be made to the Act during reauthorization to improve on current NAHASDA rules and regulations. NAIHC feels this review of the effectiveness of the Act, its individual components and its rules and regulations in meeting its original purposes will provide optimal input in the development of a unified position on the legislation's reauthorization.

In the development of this position, NAIHC looks forward to working with the membership to discuss best practices and barriers within NAHASDA that Indian housing programs face on a regular basis. NAIHC will conduct one-day sessions throughout the regions to gather input. It is expected that this information will clearly identify regulations that are effective and should be retained, regulations that need improvement and regulations and rules that are counter-productive and should be eliminated. This information will then be used to develop and present a unified position on NAHASDA reauthorization by the NAIHC membership.

Information gathered from all outreach sessions will be compiled and shared with the Legislative Committee during the Annual Convention and Trade Show in Anchorage, Alaska scheduled for June 2012.
