CNHA Receives 2011 Indian Housing Block Grant

On July 6, 2011 the Southern Plains Office of Native American Programs, U.S. Department of Housing and Urban Development, Oklahoma City office notified the Comanche Nation Housing Authority, Lawton, Oklahoma that it would be receiving funds in the amount of $2,684,319 for the Fiscal Year 2011. The funding is allocated from the Native American Housing Assistance and Self-Determination Act (NAHASDA) of 1996 and funds housing authority operations for the period of October 1, 2010 through September 30, 2011.

Funds are allocated each fiscal year to eligible Indian tribes or their designated housing entities for purposes of meeting eligible affordable housing activities as identified in NAHASDA. Each year Congress and the President submits budgets for all government agencies which are normally due by October 1st of each year, however, the actual funding is generally appropriated well after January 1st of the following calendar year. Indian tribes or their designated housing entity are regulated by the U.S. Department of Housing and Urban Development who notifies them of funding allocations.

The Comanche Nation Housing Authority will use the funding for the continued administration of all housing assistance programs, affordable housing activities, and general day-to-day operations as identified in the Indian Housing Plan that is submitted each year. The submission of the Indian Housing Plan is a funding requirement and is due each year by June 30. In 2012 Indian tribes or their designated housing entity may submit their plan 75 days before the beginning of each program year. Comanche Nation Housing Authority's program year coincides with the federal government's fiscal year of October 1 through September 30.

The funding received this year is ten months into the 2011 Fiscal Year and will be used to cover the activities in the 2011 plan but will be accomplished during the remainder of the calendar year of 2011 and into 2012. For the past ten months Comanche Nation Housing Authority has been operating on previous years funding and collections of rents and house payments. Presently work will continue on the substantial rehabilitation of existing Comanche Nation Housing Authority rental units.

On June 10, 2011 the Comanche Nation Housing Authority submitted an application to the U.S. Department of Housing and Urban Development for funding from the Indian Community Development Block Grant Program (ICDBG). The ICDBG program is generally reserved for Indian tribes who apply for funding for numerous community and housing related development activities.  Indian Housing Authorities can apply for the same funding but only if their governing tribal government authorizes them to do so. This year the Comanche Nation authorized the Comanche Nation Housing Authority to apply for funding up to $800,000 to substantially rehabilitate existing homeownership units currently under management. Should the housing authority be funded later in the fall it will be the first housing authority in the Southern Plains Office of Native American Program's area of jurisdiction to receive funding under the Indian Community Development Program. The deadline for the submission of the application was June 15, 2011.
